Abstract:

It is a way for governments to use the most innovative information and communication technologies, particularly web-based internet applications, to provide citizens and businesses with more convenient access to  government information and services, to improve the quality of the services and to provide enhanced democracy.  Imagine a situation in which all interaction with the government can be done through one counter 24 hours a day, 7 days a week, without waiting in lines at government offices. In the near future this is possible if governments are willing to decentralise responsibilities and processes and they start to use electronic means such as the Internet. Each citizen can then make contact with the government through a website where all forms, legislation, news and other information will be available 24/7. Of course, at first the front office will retain several communication channels, such as physical counters, telephone, e-mail and Internet to serve everyone properly, but this will change dramatically in the next few years.
