Abstract:
For academic conferences in science and technology it is common to use conference management systems (CMS) such as EASYCHAIR, EDAS OPENCONF among others which are available in English, were developed at UK or USA, maintained by local universities and companies. On the other hand, even today, academic events in social sciences and humanities in Latin America and Spain are still using email for managing conferences symposiums and related events, the main reason is technological tools as CMS are in English and require a minimum of skills managing the software. So UTILCON was developed and supported at ADVNETLAB in Autonomous University of Mexico City (UACM) as a free web-based CMS in Spanish and very easy to use for authors, referees and chairs to help the mentioned academic sector for automating its events. UTILCON was in beta till September 4, now the stable V1.0 is available for everybody as free. UTILCON is intended to be as a trainer for more complex CSM but is also developed and supported by Latin Americans.
