Abstract:
Agile software development approach seems to work well in an organization where processes change on a regular basis. Conversely, adopting Agile practice in public sector, where work procedures have to follow a well-defined processes, faces several challenges. In this paper, we investigated how Agile methods could be adopted for practice in a public sector context using two projects of different sizes and complexity as our case studies. Our results show that certain Agile methods were able to work well in a public sector with some additional procedures required, while the main challenges of applying Agile methods in public sector are the change request management and the procurement process.
